Starting from February 5, 2027, new administrative penalties for certain violations of fire safety requirements will come into force in Uzbekistan. The new measures cover unlawful interference in construction procedures, filling household gas cylinders at vehicle gas filling stations, failure to obtain mandatory fire insurance for certain facilities, and violations of fire audit requirements.

On November 2, 2026, Law No. ZRU–1186 “On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan in Connection with the Improvement of the Fire Safety System” was signed.

The Law introduces a number of new administrative liability measures.

Unlawful interference in construction procedures

The unlawful use of official authority to interfere with the performance of duties and functions of authorized bodies and entities issuing conclusions during the allocation of land plots for construction, design, construction, reconstruction or commissioning of completed facilities will be punishable by:

a fine ranging from 100 to 150 base calculation units (BCUs) or administrative detention for up to 15 days.

Important: this liability applies to unlawful interference, through the use of official powers, in statutory construction approval and authorization procedures.

Filling household gas cylinders at vehicle gas stations

Supplying consumers with liquefied hydrocarbon gas in household gas cylinders at vehicle gas filling stations will result in:

a fine ranging from 3 to 5 BCUs.

Failure to obtain mandatory fire insurance

Owners of markets, shopping complexes and shopping and entertainment centers are required to insure their civil liability for damage caused to the life or health of third parties as a result of fire and to obtain mandatory fire insurance for the relevant facilities.

Failure to comply with these obligations will result in:

a fine ranging from 50 to 75 BCUs for responsible officials.

The requirement therefore covers both insurance of the facility against fire and civil liability for potential damage caused to third parties.

Violations of fire audit requirements

Violation of the statutory requirements and conditions for conducting fire audits will result in:

a fine of 15 BCUs for individuals;

a fine of 30 BCUs for officials.

When will the new rules enter into force?

Please note: although Law No. ZRU–1186 was adopted on November 2, 2026, the relevant provisions will enter into force on February 5, 2027.
