Purpose of the Centre

From 4 August 2026, the Republican Centre for the Rehabilitation and Adaptation of Women and its territorial centres were renamed the Republican Centre for the Rehabilitation of Women and Children and its territorial centres.

The Centre operates within the system of the National Agency for Social Protection under the President of the Republic of Uzbekistan.

The Centre and its territorial structures:

  • provide temporary shelter to women affected by harassment or violence and their minor children;
  • provide medical, psychological, legal and social services;
  • prepare individual rehabilitation programmes;
  • assist women with vocational training and employment;
  • help children continue their education.

Placement in a territorial centre

A woman and her minor children are referred through an Inson Centre when she wishes to receive intensive rehabilitation services.

The Inson Centre identifies an available place, transmits the necessary information electronically and contacts the internal affairs authority. The internal affairs authority transports the woman and her children to the centre on the same day.

If no place is available in the woman’s region, a nearby centre, another territorial centre selected by the woman or a rehabilitation centre operated by a non-governmental non-profit organisation may be used.

Placement requires the woman’s consent. A woman may not be forcibly placed in the Centre.

Women affected by human trafficking

Specialised territorial centres in the Republic of Karakalpakstan and the Kashkadarya, Samarkand and Fergana regions also admit women affected by human trafficking and their minor children.

A presumed victim of human trafficking may use the Centre’s services for up to one month, while a person formally recognised as a victim may receive services for no more than six months.

The Centre’s activities are governed by Presidential Decree No. PF-82, Presidential Resolution No. PQ-5116, Cabinet of Ministers Resolution No. 354 and Presidential Decree No. PF-146.
