Reporting and assessment

Harassment or violence may be reported:

• through the internal affairs short number 102;
• to the unified dispatch service 112;
• through the 1146 helpline;
• to a prevention inspector;
• to an Inson Social Services Centre or a mahalla social worker.

An Inson Centre social worker assesses the needs of the affected woman and her minor children. The assessment is conducted with the woman’s consent.

Available services

Depending on the assessment, one or more of the following measures may be provided:

• short-term or long-term social, psychological and legal services on a day-attendance basis;
• placement in a hospital’s primary assistance room;
• registration of the violence and issuance of a protection order;
• referral to a territorial centre for intensive rehabilitation.

A protection order is not required to receive social, psychological or legal services from an Inson Centre.

A woman and her minor children may be accommodated in a primary assistance room for no more than three days. Medical assistance, a psychiatric examination, food and personal hygiene supplies are provided.

Intensive rehabilitation

If intensive rehabilitation is required, the Inson Centre identifies an available place and electronically sends the necessary documents to a territorial centre. The district or city internal affairs authority transports the woman and her children to the centre.

A comprehensive assessment is completed within five working days, followed by an individual social rehabilitation programme. The centre provides medical, psychological, legal and social services and assists with children’s education, the woman’s vocational training and employment.

Placement and rehabilitation services are provided with the woman’s consent.

The procedure is governed by the Law on Protection of Women from Harassment and Violence, Presidential Resolution No. PQ-175 and Cabinet of Ministers Resolution No. 354.
